Singapore currently has two fully-fledged public universities (National University of Singapore & Nanyang Technological University), and two fully-fledged private universities (SMU & UniSIM). However, UniSIM accepts only adult learners in general, so A-level students may apply only to SMU, NUS, NTU, several foreign university offshore campuses, and more than ten other private tertiary institutions offering undergraduate and postgraduate degrees. A third university, Singapore Management University (SMU), focusing on business and management courses. Besides this, to meet the International Students Requirement, there are Private Educational Institutions as well.
All PEI’s currently need to be registered with the Council for Private Education in order to operate in Singapore and the registration process takes into account the PEI’s corporate governance, quality of provision and information transparency.In addition, PEI’s that take in international students need to have EduTrust certification. A Fee Protection Scheme has also been established to protect the tuition fees of students studying at PEI. It is a mandate that PEI’s have to either deposit the fees in an escrow account or purchase insurance protection administered by CPE-approved companies.

The Immigration and Checkpoint Authority issues Student Pass. All foreigners accepted by an educational institution to pursue full-time studies in Singapore. Students must apply for Pass before arriving in Singapore which can be applied through Institutions. It is advisable to submitted the application at least 2 months before the course commencement date. Normally it takes 2 to 4 weeks to process the application. Upon successful applications, In-Principle Approval letter will be issued.
